Every visa to Canada, UK, Germany, and Australia requires a Pakistan police clearance. NADRA online takes 3–10 days. Here is how to get it, apostille it, and what each country needs.

No matter which country you are applying to — Canada, UK, Germany, Australia, UAE, New Zealand — they all need the same document from Pakistan: a police clearance certificate proving you have no criminal record.

This document causes more delays in visa applications than almost any other. People leave it for last, discover it takes longer than expected, miss deadlines, or get the wrong format for their destination country. This guide covers exactly how to get it, how long it takes, and what each major destination country requires.


The Two Types of Police Clearance Available in Pakistan

Pakistan issues police clearances through two different channels. The one you need depends on your visa application requirements.

1. NADRA Character Certificate (Online)
Issued by the National Database and Registration Authority. This is the most widely accepted police clearance for international visa purposes.

Available online at nadra.gov.pk or through the NADRA e-Sahulat portal. Requires your CNIC and a fee.

2. Provincial Police Clearance Certificate
Issued by your provincial police headquarters (Punjab, Sindh, KPK, Balochistan). Some embassies specifically require a certificate from the local police rather than NADRA. Australia, for instance, specifically requires this for Pakistani applicants.

Both types may be required simultaneously for some visa applications — Canada requires both the NADRA certificate AND police clearances from every country where you have lived for 6+ months.


How to Get the NADRA Character Certificate

Online application (fastest route):

Step 1: Go to id.nadra.gov.pk or the NADRA online portal.
Step 2: Log in with your CNIC number and registered mobile number.
Step 3: Select "Character Certificate" from the services menu.
Step 4: Fill in the application — personal details, purpose (select "Visa/Immigration").
Step 5: Pay the fee online — PKR 500 (standard processing, 10 business days) or PKR 2,500 (urgent processing, 3 business days).
Step 6: Provide a delivery address or select pick-up from your nearest NADRA office.

In-person application:
Visit any NADRA registration centre. Bring your original CNIC and a photocopy. Standard processing: 7–10 business days. Urgent: 3 business days.

The certificate includes: Your full name, CNIC number, date of birth, and a statement that no criminal record appears in NADRA's database under your identity. It carries a NADRA stamp and authorised signature.


How to Get the Provincial Police Clearance

This process varies by province but follows the same general steps.

Punjab (Lahore, Rawalpindi, Faisalabad, etc.):
Apply to the Inspector General of Police Punjab office in Lahore, or through the SP (Superintendent of Police) office in your district. Submit your CNIC, 2 passport photographs, an application letter stating the purpose, and a PKR 200 treasury challan fee. Processing: 2–4 weeks. Urgent applications (with a covering letter explaining urgency) can sometimes be processed in 1–2 weeks.

Sindh (Karachi):
Apply to the DIG (Deputy Inspector General) office, Karachi, or the SSP office for your district. Same documentation as Punjab. Processing: 2–3 weeks.

KPK (Peshawar):
Apply through the CPO (Capital Police Office) Peshawar. Processing: 2–4 weeks.

Islamabad (federal capital):
Apply at the IGP (Inspector General of Police) office for Islamabad Capital Territory. Often faster than provincial offices — 1–2 weeks.


What Each Country Requires

Canada

Requirements: NADRA Character Certificate PLUS a provincial police clearance PLUS police clearances from every country where you have lived for 6+ consecutive months since age 18.

Attestation: No specific attestation required beyond the official stamps on the certificates themselves. IRCC accepts NADRA and provincial police clearances in their standard issued form.

Validity: IRCC requires police clearances to be issued within 3 months of submitting your PR application. Time this carefully — if you get your certificate too early and your ITA processing takes longer than expected, you may need to renew it.

Note: If you lived in the UAE, Saudi Arabia, or any other country for 6+ months, you need a police clearance from that country too. UAE police clearances are obtained from the Abu Dhabi Police or Dubai Police portals. Saudi clearances from the Absher platform.

United Kingdom

Requirements: ACRO Criminal Records Office certificate for UK visa applicants who have previously spent time in the UK. For Pakistani applicants applying from Pakistan without prior UK residence, a Pakistani police clearance is required for long-term visas (PBS visas, settlement applications).

Format: Standard NADRA certificate or provincial police clearance in English is accepted. No additional attestation required for UK visa applications.

Germany

Requirements: For the Opportunity Card, Job Seeker Visa, and work visas — a police clearance from every country you have lived in for 6+ months in the past 5 years.

Attestation: Requires full attestation chain — HEC is not applicable here, but MOFA attestation and then the German Embassy attestation in Islamabad. The certificate must also be translated into German by a certified translator.

Processing note: German visa applications take this document requirement seriously. A missing or expired police clearance is a common reason for document return.

Australia

Requirements: Federal police clearance from the Australian Federal Police is required for applicants who have lived in Australia. For Pakistani applicants, a local police clearance is required from Pakistan.

Australia specifically requires the provincial police clearance (not just the NADRA certificate) from the province where you have most recently resided. Some Australian visa applications require clearances from every province where you have resided for 12+ months.

Attestation: Must be MOFA attested and apostilled. Australia is a member of the Hague Apostille Convention — Pakistan's Ministry of Foreign Affairs issues apostilles for this purpose.

UAE

Requirements: UAE employers typically request a good conduct certificate as part of the employment visa process. A NADRA character certificate is widely accepted. Some employers specifically request a provincial police clearance.

No attestation chain required for employment purposes — standard NADRA certificate with NADRA's official stamp is sufficient for most UAE employers.

Schengen (France, Germany, Netherlands, etc.)

Requirements vary by country and visa type. Tourist and short-stay Schengen visas do not require police clearances. Long-term visas and work permits do — see country-specific requirements above.


Getting Your Certificate Apostilled

An apostille is an international authentication that certifies the signature and seal on a document is genuine. Pakistan joined the Hague Apostille Convention in 2022, which means Pakistani documents can now be apostilled directly by MOFA without needing embassy-by-embassy authentication.

Submit your NADRA or police certificate to the Ministry of Foreign Affairs, Attestation Section in Islamabad. Present the original document. Fee: PKR 700 per document. Processing: 2–5 business days.

Apostille vs attestation — what is the difference?
An apostille is for countries that are members of the Hague Convention (most developed nations). Embassy attestation is for countries that are not members. For countries that accept apostille (UK, Australia, many EU states), an apostille replaces the need for separate embassy attestation.

The golden rule: Start your police clearance the same week you decide to apply for any visa. It is never too early to have a valid police clearance, and it is extremely easy to delay your entire application by leaving it for last.


Frequently Asked Questions

My police clearance expired. Can I get a new one with the same information?
Yes — simply apply for a fresh certificate through NADRA or the provincial police. There is no record of how many times you have applied. The new certificate will have a new issuance date.

I have a minor traffic violation on record. Will it show on the certificate?
Traffic violations typically do not appear on a NADRA character certificate or provincial police clearance. These documents reflect criminal convictions. A parking fine or traffic ticket does not constitute a criminal record.

I lived abroad for several years. Do I need a Pakistan certificate?
Yes — most countries require police clearances from every country where you have resided for 6+ months, including Pakistan. Even if you have not lived in Pakistan for 10 years, your Pakistani police clearance will be requested.
