Every Pakistani who has applied for a job abroad, a foreign university, or a visa that required educational documents has been through some version of this: you thought you were ready, then someone asked for HEC-attested documents, and you discovered you weren't.

HEC attestation is not complicated. It is slow, it has specific sequencing requirements, and it fails predictably when people get the order wrong or miss a step. This guide covers the full process — HEC first, then MOFA, then embassy if required — with current timelines, current fees, and the specific mistakes that cause rejections.

If you're going abroad for work, study, or immigration, start this process earlier than you think you need to. The standard timeline is 6–10 weeks for the complete HEC + MOFA chain. If your university application deadline or visa appointment is in 8 weeks, that timeline is already tight.

The Chain — Why the Order Is Non-Negotiable

Document attestation in Pakistan follows a mandatory sequence. You cannot skip a step or do them out of order. MOFA will not attest a degree that hasn't been attested by HEC. A foreign embassy will not accept a degree that hasn't been attested by MOFA. The chain is:

HEC → MOFA → Foreign Embassy (if required by destination country)

For the majority of purposes — study abroad, work visas to UK, Germany, Canada, Australia — HEC + MOFA is sufficient. The foreign embassy step is required for specific destinations, primarily Gulf countries (UAE, Saudi Arabia, Qatar, Oman, Bahrain) which require an additional layer of verification through their own embassy in Pakistan after MOFA.

Different documents have different starting points in the chain:

University degrees (bachelor's, master's, PhD): start with HEC. Secondary and intermediate certificates (Matric, FSc, FA, A-Levels, O-Levels): start with IBCC (Inter Board Committee of Chairmen), not HEC. HEC only handles degrees from universities — it doesn't handle school or intermediate certificates. Technical and vocational certificates: start with NAVTTC (National Vocational and Technical Training Commission). Professional certifications (ACCA, ICAP, etc.): start with the relevant professional body, not HEC.

This article focuses on HEC + MOFA attestation for university degrees, which is what most students and professionals need.

Step 1 — HEC Attestation

What HEC verifies: That your degree was issued by an HEC-recognized institution, that your name and degree details match the university's records, and that the degree is authentic.

Who needs it: Anyone with a Pakistani university degree (bachelor's, master's, MPhil, PhD) who needs it recognised abroad.

Who doesn't use HEC: People with school or intermediate certificates (use IBCC instead). People with foreign degrees seeking Pakistani equivalence (different HEC process). People with ACCA, CA, or similar professional certifications (use the relevant body).

The Online Application Process

HEC attestation is initiated through the HEC eServices portal at eservices.hec.gov.pk. Walk-in applications without prior online registration are not accepted.

Register on the portal. Create an account using your CNIC number. Pakistani nationals use CNIC — foreigners with Pakistani degrees use their passport.

Select your degree type and institution. This step requires care. HEC's system lists degree programs by exact name. If your degree certificate says "Bachelor of Science in Computer Science" and you select "BSc Computer Science" as a different entry, your application may be rejected at the university verification step. Match the degree name exactly as written on your certificate.

Pay the fee. HEC attestation fee: PKR 5,000 per document for standard processing. Payment is through a demand draft or pay order in favor of "Gerry's International Pvt. Ltd." — the courier partner managing HEC's attestation payments and logistics. Cash and personal cheques are not accepted. The Gerry's office is at Chattha Bakhtawar, Park Road, Islamabad.

Submit the documents. Original degree certificate (no photocopies accepted for submission). Copy of your CNIC. The payment receipt from Gerry's. Some universities may have issued degrees with errors in name or details — HEC will flag discrepancies between your CNIC name and degree name. Minor differences (presence or absence of "Mohammad", "Syed", "Khan", etc.) are documented as acceptable. Significant name differences require a university-issued correction letter before HEC will proceed.

Timeline. The standard HEC process takes 40–60 working days. This is the official figure. In practice, the timeline depends on how quickly your university responds to HEC's verification request — HEC contacts your university directly to confirm the degree is on record. Universities with slower administrative processes or backlogs can extend the timeline to 60–90 working days. There is no way to accelerate the university's response time — it is outside HEC's and your control.

For urgent situations, HEC offers expedited processing at higher fees through select service providers. These are third-party facilitation services — they don't change the underlying university verification step, but they handle paperwork and follow-up more actively. Standard expedited services advertise 15–30 working day completion for an additional PKR 3,000–8,000.

Collection. Once HEC attestation is complete, your original degree is returned with an HEC stamp on the reverse and a QR code linking to the verification record. Keep this original carefully — it becomes the document you submit to MOFA in Step 2.

Step 2 — MOFA Attestation

MOFA (Ministry of Foreign Affairs) is the final Pakistani government step for most international uses. It confirms that the HEC stamp on your degree is genuine — it is Pakistan's authentication that the document is valid for international use.

What MOFA verifies: The authenticity of the HEC stamp. MOFA does not re-verify the degree content — it confirms the attestation chain is legitimate.

Where to submit: MOFA has its main office in Islamabad (Constitution Avenue, G-5) and regional offices (Camp Offices) in Karachi, Lahore, Peshawar, and Quetta. You submit to whichever office is most convenient for your location.

Online appointment booking: MOFA has an online appointment system at mofa.gov.pk. Book your appointment before visiting — walk-in queues exist but are long, and appointment holders are processed first.

Documents to bring: Original HEC-attested degree (the one returned to you after Step 1 is complete). Copy of your CNIC. Copy of your passport (if the document will be used for a foreign visa application). Fee payment receipt.

Fee: PKR 2,500 per document for standard attestation. Payment at the MOFA counter on the day of your appointment.

Timeline: MOFA is significantly faster than HEC. Standard processing is 2–7 working days after submission. Many applicants collect same-day or next-day for simple degree attestations. The 7-day figure applies when MOFA has a high submission volume or needs to verify an unusual stamp.

Courier option: If you cannot visit a MOFA office in person, TCS courier has an authorised arrangement with MOFA for document submission and return. You send your documents to MOFA through TCS, pay the fee through TCS, and MOFA returns the attested documents by courier. This is useful for applicants in cities without a MOFA Camp Office.

Result: Your degree is returned with a MOFA stamp alongside the HEC stamp. This document is now internationally valid for most purposes.

Step 3 — Foreign Embassy Attestation (Gulf Countries Only)

If your destination is UAE, Saudi Arabia, Qatar, Oman, Bahrain, or Kuwait, a third attestation step is required. After MOFA attestation, the document must be verified by the relevant embassy in Pakistan.

UAE: submit to the UAE Embassy in Islamabad or the UAE Consulate in Karachi. Fee: approximately PKR 10,000–15,000 per document. Timeline: 5–10 working days. UAE Embassy-attested documents must then be verified again by the UAE MOFA in the destination country after arrival — the chain continues on the other side.

Saudi Arabia: submit to the Saudi Embassy in Islamabad. Fee and timeline are similar to UAE. The Saudi Embassy requires MOFA-attested originals.

Qatar, Oman, Bahrain: similar process through their respective embassies in Islamabad.

Countries where embassy attestation is NOT typically required after MOFA: UK, Germany, Italy, France, Australia, Canada, the US, and most EU countries. For these destinations, HEC + MOFA is the complete chain. Verify with your specific employer, institution, or visa authority before assuming this.

The Apostille Alternative — What It Is and When It Applies

Pakistan joined the Hague Apostille Convention in 2023. This is significant and most guides haven't caught up with it.

For countries that are also members of the Hague Apostille Convention (which includes Germany, Italy, France, the Netherlands, UK, Australia, and most other European countries), an Apostille stamp from MOFA replaces the need for foreign embassy attestation. An Apostille is a standardized international authentication stamp — it's recognized directly by signatory countries without requiring the additional embassy step.

The Apostille process is handled by MOFA. Instead of requesting standard attestation, you request Apostille authentication. The fee and timeline are similar to standard MOFA attestation. The result is a standardized international certificate attached to your document that Apostille-member countries accept directly.

Practical implication: If you're going to Germany, Italy, France, the Netherlands, or another Apostille Convention member country, you may be able to use HEC attestation followed by MOFA Apostille, skipping any foreign embassy visit in Pakistan entirely. Check with your German university or employer whether they accept Apostille authentication — most do, as it is the internationally standardized format.

Gulf countries (UAE, Saudi Arabia, Qatar, Oman) are NOT currently members of the Apostille Convention. For Gulf destinations, the full embassy attestation chain is still required.

Common Reasons HEC Rejects Applications

Name mismatch between degree and CNIC. The most common issue. If your degree was issued under a name that differs from your current CNIC — common after name corrections, marriage, or CNIC renewal — you need a university-issued letter explaining the discrepancy before HEC will process the application.

Wrong degree level selected. If you select "MPhil" when your degree says "Master of Science," the university verification step fails. Match exactly.

University not HEC-recognized. Some private institutes issued degrees that HEC has not recognized. If your institution isn't in HEC's recognized universities list, attestation is not possible — the degree itself has a legitimacy problem that attestation can't fix.

Degree issued before HEC records went digital. Very old degrees (pre-2000 from some institutions) may not appear in HEC's digital verification system. These require the university to provide a certified letter directly to HEC. Contact HEC's attestation helpline before applying if your degree is from before 2000.

Incomplete documentation. Missing the CNIC copy, submitting a photocopy of the degree instead of the original, or submitting without the correct payment instrument.

The IBCC Process — For School and Intermediate Certificates

Since school and intermediate certificates (Matric, FSc, FA, ICS, ICOM, O-Levels, A-Levels) go through IBCC rather than HEC, the process differs.

IBCC (Inter Board Committee of Chairmen) handles equivalence certificates and attestation for secondary and higher secondary level qualifications. The IBCC offices are in Islamabad and major cities. For foreign degrees at this level or for equivalence assessment, IBCC processes the certificate.

IBCC attestation fee: varies by document type, approximately PKR 2,000–5,000. Timeline: 10–15 working days typically. After IBCC attestation, the document proceeds to MOFA following the same process as HEC-attested documents.

For A-Level and O-Level certificates: IBCC issues an equivalence certificate alongside the attestation. This equivalence certificate is what foreign universities use to assess your qualification level. Some institutions require both the original A-Level certificate and the IBCC equivalence certificate — bring both when applying.

Practical Tips That Save Time

Start HEC before you have a deadline. The 40–60 working day standard timeline means a degree submitted in January is attested in March at the earliest. If your visa appointment is in February, HEC attestation cannot save you.

Get multiple attested copies if you have multiple applications pending. Each attestation stamps the original — you can't attest a photocopy. If you're applying to five universities and three jobs simultaneously, request your original from your university, get it HEC-attested, get it MOFA-attested, then take certified photocopies at a notary in Pakistan. Some foreign institutions accept notarized copies of an attested original rather than the original itself — verify before submitting.

Keep the original safe after attestation. An HEC + MOFA-attested degree is difficult and time-consuming to replace if lost. Keep a high-quality photocopy and a digital scan before submitting to any embassy or institution.

MOFA's Islamabad office handles the highest volume — book appointments early for peak periods (September–October before visa season, February–March before scholarship deadlines).

If you're living abroad and need documents attested in Pakistan, the Pakistani Embassy or Consulate in your country of residence can handle some document authentication. Educational documents attested by a Pakistani Mission abroad may still need MOFA verification in Pakistan when submitted to local authorities — check the specific requirement of the receiving institution.

How long does the complete HEC + MOFA process take?

Can I submit to HEC and MOFA at the same time?

Can someone else submit my documents to HEC or MOFA on my behalf?

Yes, with an authorization letter. For HEC, a signed authorization from you is sufficient. For MOFA, an authorization letter with your CNIC copy allows a representative to submit and collect. You don't need to appear in person at either step.

Is HEC attestation the same as WES (World Education Services) evaluation for Canada?

No. WES evaluation is a separate process handled by World Education Services in Canada, not by any Pakistani authority. WES requires your transcripts and degree to be sent in a sealed envelope directly from your university — not through HEC or MOFA. For Canadian immigration and university admissions requiring WES, contact your university's registrar specifically about the WES sealed envelope process. HEC attestation and WES evaluation are parallel processes serving different purposes.

My degree has a name spelling different from my CNIC. What do I do?

Get a letter from your university's registrar confirming that the degree was issued to the same person as the CNIC holder, explaining the discrepancy. Universities are familiar with this — it's a common issue. Include this letter with your HEC application. HEC's FAQs specifically state that minor variations in names (presence/absence of middle name, title, etc.) are acceptable.

Do I need MOFA attestation for Canadian Express Entry?

Not necessarily. Canadian immigration (IRCC) requires an ECA (Educational Credential Assessment) through bodies like WES, ICAS, or others — not MOFA attestation. However, some Canadian employers and provincial nominee programs may separately require MOFA-attested documents as supporting evidence. Verify with your specific immigration pathway what is required.

My degree is from a foreign university. Can I get HEC attestation?

Foreign degrees need HEC equivalence first, then attestation. This is a different and longer process than domestic degree attestation. Apply for foreign degree equivalence at HEC through the attestation portal, selecting the "Foreign Degree" category. HEC assesses whether your foreign degree is equivalent to a Pakistani qualification and issues an equivalence certificate. After equivalence, attestation follows.
