France Talent Passport 2026 — All Categories, Salary Requirements & How to Apply

France's Talent Passport is a 4-year renewable residence permit covering 10 categories — qualified employees, researchers, entrepreneurs, artists, investors, and more. Here are the exact salary thresholds, which category fits you, and the step-by-step application process.

AbroadMate Editorial·10 min read·Updated February 2026

France's Talent Passport (Passeport Talent) is not a single visa — it is a family of 10 residence permit categories designed to attract highly skilled professionals, researchers, entrepreneurs, artists, and investors from outside the EU. Introduced to make France more competitive for global talent, it offers a 4-year renewable residence permit with work authorisation, family inclusion rights, and a pathway to long-term French residence.

The categories vary significantly in requirements. Choosing the wrong one is the most common application mistake. This guide covers every category, the exact salary thresholds as updated in August 2025, and what the application process looks like from a non-EU country.

What the Talent Passport Gives You

A Talent Passport residence permit allows you to: live and work in France for up to 4 years on the initial permit, renewable as long as you continue meeting the conditions. Travel freely within the Schengen Area. Bring your spouse and dependent children under a simplified "Talent – Family" permit, which authorises your spouse to work in France without a separate work permit. After 5 years of continuous legal residence in France, apply for a 10-year long-term residence card. French citizenship requires 5 years of legal residence plus language proficiency.

The 10 Talent Passport Categories

Category 1 — Highly Qualified Employee (EU Blue Card)

Who it's for: Experienced professionals with a bachelor's or master's degree (or 5 years comparable experience) hired by a French employer in a highly skilled role.

Salary requirement: Minimum gross annual salary of €59,373 (as of August 31, 2025 — updated annually by ministerial decree). This is 1.5 times the average annual gross reference salary set by France's Ministry of Immigration.

Contract: Permanent contract (CDI) or fixed-term contract of at least 6 months.

Key benefit: This is the French version of the EU Blue Card. After holding it for 12 months, you can transfer to an EU Blue Card in another EU member state without starting over. Valid for up to 4 years.

Category 2 — Qualified Employee

Who it's for: Skilled employees with a master's degree (or equivalent) hired by a French company.

Salary requirement: Minimum gross annual salary of €39,582 (as of August 31, 2025). This is the annual average gross reference salary.

Contract: Minimum 3 months, linked to your degree qualification obtained in France or a recognised equivalent.

Key difference from Category 1: Lower salary threshold, but requires a qualification directly relevant to the role and linked to a French master's degree or equivalent. Recent graduates from French universities who secured a job in France typically use this category.

Category 3 — Innovative Company Employee

Who it's for: Employees of companies certified as "Young Innovative Companies" (JEI — Jeunes Entreprises Innovantes) by French authorities.

Salary requirement: Minimum gross annual salary of €39,582 (same as Category 2).

Contract: Permanent or fixed-term for at least 3 months, in a role directly linked to the company's R&D project.

Key benefit: Access to France's growing startup ecosystem. JEI-certified companies receive specific tax benefits, attracting R&D-focused international talent.

Category 4 — Researcher

Who it's for: Academic researchers and scientists working under a hosting agreement with a French public or private research or higher education institution.

Salary requirement: Minimum gross annual salary of €39,582. The institution must be approved by French authorities for hosting researchers.

Required document: A hosting agreement (convention d'accueil) from the approved institution, confirming the purpose and duration of the research.

Key benefit: Academic mobility — EU Blue Card researchers who held a permit in another EU state for at least 12 months (or 6 months for subsequent EU mobilities) can transfer to France without restarting.

Category 5 — Seconded Employee (Intra-Company Transfer)

Who it's for: Employees of a foreign company seconded to the French branch, subsidiary, or affiliate of the same corporate group.

Eligibility conditions: At least 3 months of prior employment with the parent company abroad. A mandate enabling the employee to act as legal representative in France (for managers), or a secondment letter confirming the role in France.

Salary requirement: Must meet the salary corresponding to the role in the French market, with at a minimum sufficient means to cover living expenses.

Contract: The posting to France must exceed 3 months.

Category 6 — Business Creator

Who it's for: Entrepreneurs launching or acquiring a new business in France.

Requirements: Master's degree or equivalent, OR at least 5 years of relevant professional experience. A real and serious business plan certified by French authorities as economically viable (obtained via an online platform). Investment of at least €30,000 in the planned business. Sufficient annual income at least equal to the French minimum wage (SMIC) — €21,876.40 as of January 1, 2026.

Process: The business viability certification is obtained online before applying for the visa. The certification process involves submitting the business plan to the relevant French authority (varies by business type).

Category 7 — Innovative Economic Project

Who it's for: Startup founders and business leaders introducing genuinely innovative technologies or business models in France, recognised by a French public body.

Requirements: Proof that the project is officially recognised as innovative by a relevant public organisation (Bpifrance, French Tech Mission, or similar). Sufficient financial resources to support the project. Master's degree or 5 years' experience.

Key difference from Category 6: The project must be formally recognised as innovative by French public bodies — it is not self-certified.

Category 8 — Economic Investor

Who it's for: Foreign investors making significant investments in France's economy.

Requirements: A substantial investment in France (property, business, or financial instruments that contribute to job creation or economic development). The investment threshold is assessed case by case by the DRECFE (Direction des Relations Économiques et du Développement de l'Entreprise).

Category 9 — National or International Reputation

Who it's for: Professionals with established national or international recognition in science, culture, sports, art, or humanitarian fields.

Requirements: Portfolio demonstrating notable achievements and recognition by peers in your field. A clear plan to continue your professional activity in France. Evidence of your reputation — awards, publications, international rankings, media coverage.

Who uses this: Olympic athletes, internationally published scientists, artists with gallery representation, globally recognised journalists.

Category 10 — Corporate Leader

Who it's for: Foreign company leaders taking a corporate appointment in a French company — for example, a director, CEO, or legal representative.

Requirements: At least 3 months of prior employment with an establishment in the same group as the French company. A mandate to act as legal representative in France on behalf of the company. Salary corresponding to the role.

Salary Reference Table (August 2025 Figures)

CategoryMinimum annual gross salary
EU Blue Card (Cat. 1)€59,373
Qualified Employee (Cat. 2)€39,582
Innovative Company (Cat. 3)€39,582
Researcher (Cat. 4)€39,582
Business Creator (Cat. 6)€21,876 (SMIC)

These figures are updated annually by ministerial decree, typically in August. Always verify the current figure at france-visas.gouv.fr or welcometofrance.com before applying.

Step-by-Step Application Process

Step 1 — Determine your category
Identify which category matches your profile. If in doubt between Category 1 (EU Blue Card) and Category 2 (Qualified Employee), the determining factor is salary: above €59,373 = eligible for Category 1. Between €39,582 and €59,373 = Category 2 is the route.

Step 2 — Apply at the French Consulate in your country
Applications from outside France are submitted at the French Consulate covering your region of residence. In Pakistan: the French Consulate in Islamabad handles visa applications. In the US: the French Consulate covering your state.

Apply via the France-Visas portal at france-visas.gouv.fr. For stays of 3 months to 1 year: a long-stay visa equivalent to a residence permit (VLS-TS) marked "Talent Passport" is issued. For stays beyond 1 year: a full Talent Passport residence permit.

Step 3 — Gather documents
Valid passport. Two recent passport photographs. Proof of accommodation in France (rental agreement or attestation d'hébergement from a host). Employment contract meeting the category requirements. Proof of qualifications — degree certificates with certified French translations. CV and, for relevant categories, professional portfolio. For regulated professions: proof of authorisation to practise. Signed commitment to respect the principles of the French Republic (required from all applicants).

All foreign documents must be translated into French by a sworn translator (traducteur assermenté) recognised in France. Apostille is required for most official documents.

Step 4 — Pay fees
Long-stay visa fee: €99. Residence permit administrative fee (paid in France): €225 for the Talent Passport permit and the Talent – Family permit for spouse. Additional €99 per child visa.

Step 5 — Enter France and validate
Upon arrival, the VLS-TS visa must be validated online within 3 months via the ANEF platform (administration-etrangers-en-france.interieur.gouv.fr). Failure to validate renders the visa invalid.

Step 6 — Apply for full Talent Passport permit at Prefecture
For stays beyond 1 year, visit your local Prefecture in France to finalise the 4-year Talent Passport residence permit after arrival. Bring all documents plus evidence that you continue to meet the eligibility conditions.

Processing time: 4–8 weeks at the Consulate for the initial visa. The full residence permit card at Prefecture is issued within 4–8 weeks of the Prefecture application.

Frequently Asked Questions

Can I apply for a Talent Passport if I don't have a French employer yet?
Categories 6 (Business Creator) and 7 (Innovative Economic Project) do not require a French employer. Categories 1–5 and 10 require an employment contract or assignment letter from a French entity. You cannot apply for Categories 1–5 without a confirmed job offer.

Does my Pakistani degree qualify?
France does not require specific institutional ranking for the Talent Passport qualification requirement — it requires a degree equivalent to 3 years of higher education or 5 years of comparable professional experience. A Pakistani bachelor's degree from a recognised university generally satisfies the 3-year requirement. Certified French translation is mandatory.

Can my spouse work in France on a Talent – Family permit?
Yes. The Talent – Family permit issued to your spouse expressly authorises paid employment in France for the duration of your own Talent Passport permit. Your spouse does not need a separate work permit.
